CASUALTY REPORTING PROCEDURES
iooi. General
1. The reporting unit commander is responsible for submitting
casualty reports to higher headquarters. MSE commanders are
responsible for ensuring their subordinate elements are
.prepared to accomplish all aspects of casualty reporting. While
the reporting unit'commander is charged with this responsibility,
nothing herein should be considered as limiting an MSE's authority
to institute tailored procedures for their elements, provided
all essential elements, the program remain intact. Unit corpsmen
and medical treatment facilities (MTFS) are primary sources of
individual casualty data and initiate the casualty reporting
process with the field medical card. The commander must establish
procedures in the organization which will accomplish the
following:
a. Accurate and timely flow of casualty data from the point
where the casualty occurs to the point where the report is
submitted. Recommend an S-1/irdmin liaison be established ashore
to coordinate this effort.
b. Locate the person(s) who will submit the personnel
ca.sualty.reporte (PCRA) in a place which hard copy message traffic
can be transmitted and received. For example, the RLT may desire
to establish a casualty reporting center using assets from each
reporting unit, centrally located and controlled under the auspice
of the RLT CE.
C. Provide necessary resources and records in order to submit
the PCR (SRB/OQR, health/dental records, computer assets, etc.).
2. The receiving medical treatment facility (MTF) (defined an
iving and treatment ship (CRTS), hospital ship, field
hospital, or regular hospital) must submit a dally casualty list
showing each casualty received. held, or disposed of during the
reporting period. The casualty list includes the following
information on each casualty: name, SSM, rank, unit, brief
description of the wound/injury/disease, and the actual or
expected disposition. The casualty list will be published by
naval message with a copy being sent to each unit who has a
casualty listed therein. This message will be used to initiate a
PCR, if not already done, or update any initial PCR If all
information was not originally available. A copy will be provided
to the MEB 0-1 to facilitate tracking of casualties. Should a MEB
Casualty be listed on the casualty list, and the appropriate unit
was not listed as an addressee, the MEB will readdrese or
otherwise effect delivery of the message.
3. Unit corpamen and small leaders must assist in the casualty
reporting effort. For them to do so, they must be briefed on the
following aspects:
a. Purpose and intended flow of the FMC.
