Directorate, which in turn was communicated to us through the 
Medical Directorate of the Infantry Division on 5 May 1990 
concerning the implementation of the malaria eradication plan for 
1990, we stress the importance of vaccinating all new military 
personnel in the occupational training centers and combat centers, 
as well as vaccinating all personnel assigned to your unit who 
have not been vaccinated with for typhoid during the past two 
years.   Please send your unit's physician to the Medical 
Directorate/49 with a list of personnel who have not been 
vaccinated in order to pick up the vaccine.

1.  It has been reported that a number of people have falsely 
claimed to be administrative officers in the National Defense 
Regiments.  This has resulted in disbursing large amounts of money 
as a result of commanders' neglect and failure to check the 
identification of those who report to them as administrative 
officers.  This has cause a lot of embarrassment to the commanders 
 before the court and they have been severely punished for 
negligence.

2.  In light of the above please instruct the commanders to 
thoroughly check the names of administrative officers who have 
joined your units recently while (illegible) before disbursing any 
money to them.  Make sure that there will be no recurrence of what 
happened in the future.

Appendix A			Case of False Identity 

1. On 14 June 1988 a man in uniform presented himself to the 
National Defense Regiment/243 as Lt Galil (illegible) karmoush.  
He was carrying a forged letter issued by the Motorized 
Transportation Company/34.  He was admitted into the Qateh Azmed 
Command where the regiment ( illegible), and this was publicized. 
 The fore-mentioned officer then cashed the check combining the 
salaries of the regiment personnel for the entire month.  The 
amount is 75,000 (seventy five thousand) dinars.  During the 
initial investigation it transpired that no officer with that name 
had ever been in the Army.

2.  On 9 November 1989 a man in uniform presented himself to the 
Marine Division/441 as Lt Maguid Hassan Ahmed.  He came with a 
forged letter issued by the National Defense Regiment/451.  His 
admission into the regiment was publicized.  The officer then 
altered the amount of a payment check from 47,000 (forty seven 
thousand) dinars to 97,000 (ninety seven thousand) dinars.   This 
was done without any knowledge of the regiment command.  He cashed 
the check and paid the salaries of the entire regiment before he 
fled with 50,000 (fifty thousand) dinars.  It later transpired 
that there was indeed an officer with that name and that he worked 
for the Officers Administration Directorate.

	Reference the top secret letter of the Training Directorate 
number 257 of 27 January 1990, which was communicated to us 
through the top secret letter of the 18th Division Command 
(Training) number 633 of 24 February 1990.

	1.  The reviewer has approved that the special cultural 
contests for 1989-1990 be conducted according to the attached 
directives.
	2.  The necessary measures must be taken to relay those 
directives and ensure that they are complied with.  The following 
must be observed:
		a.  A period of three months has been set for preparing 
profound and well documented research studies in the Military 
Library for the benefit of the armed forces.
		b.  No extension of the three-month period will be 
granted.  Any results reached will be referred to the correction 
and evaluation committees after 1 April 1990.
		c.  The correction and evaluation committees have been 
given one month only in order to produce a thorough evaluation of 
all submitted studies.
		d.  The correction and evaluation committees will be 
instructed not to start any correction or evaluation until all 
results have arrived as indicated in item b. above.  The 
evaluation results will not be forwarded to the interested parties 
until they have been checked for completeness.

 				1989-1990

1.  Purpose:

    To provide an opportunity for a scientific competition among 
the military personnel by conducting cultural contests at all 
levels with a view to raising the cultural level of members of the 
armed forces and recognizing outstanding contesters.

2.   Topics:

	These refer to the topics of the 5th Cultural Contest for 
1989-1990 as they are listed in the attached Appendices A-D).

3.   Participants:

	Only officers and  ranks from combat branches in the three 
armed forces can participate.  These include the land forces 
(infantry, armor, special forces, field artillery, anti-aircraft 
artillery and military engineering), air forces, naval forces and 
the army aviation in accordance with the following levels (refer 
to the attached Appendix  (left blank).

	a. Level 1:  Those who wish to participate with their 
commanders' recommendation.  Contesters may be officers, warrant 
officers and soldiers in combat units (regiment, battalion) or 
equivalent in the air and naval forces and the army aviation.  The 
number of participants in each unit should not be less than 10 
officers nd 10 ranks.

	b. Level 2:  All commanders of combat units or equivalents in 
the three forces and the army aviation.

Analysis of Topics:

4.  The topics of the cultural contest (5) will be broken down 
into sets of independent questions for each level.  The contesters 
will have the option to respond to one of two questions.  For the 
sixth and seventh levels there will only be one question.  The two 
questions will be suitable for the levels listed in paragraph 3 
above from the standpoint of the cultural level and the type of 
tasks in which the participants in the contest engage.

5.  Questions for the three armed forces and the army aviation.  
Refer to the following appendices:

	a.  Questions and analysis of topics for the land forces  
(Appendices a- g).

	b.  Questions and analysis of topics for the air force and 
air defense (Appendices e-k)

	c.  Questions and analysis of topics for the naval forces 
(Appendices l-s).

	d.  Questions and analysis of topics for the army aviation 
(Appendices q-t).

Responsibilities and Time Schedule:

6.  The headquarters of the air force, the naval forces, the 
corpses, and the army divisions will distribute the questions and 
comments to the target levels as soon as they receive the 
instructions concerning those questions.

7.  The instructions will be forwarded to the fore-mentioned 
parties at the end of January 1990.

8.  The three months (February, March and April of 1990) will be 
set for writing research papers and preparing studies at all 
levels.

9.  All results will be transferred to the designated reviewers 
before May 1990, as follows:

	Level 1:  To the headquarters of the land brigades or 
equivalent, air bases, air defense positions and brigades in the 
air force, naval brigades formations in the naval forces and wings 
of the army aviation.

10.  Evaluation Committees:

The commanders of brigades or equivalent, the commanders of air 
bases, the commanders of formations of air defense positions, 
formations commanders, commanders of naval brigades and those of 
the army aviation wings will set up committees to check and 
evaluation the test results of Level 1 participants.  Members of 
the committees cannot be drawn from among the contesters.  
Preferably they should come from different units.  The committees 
will be tasked to select the best two winners among the 
participating officers and the best two ranks from each unit.

11.  Commanders of the division, the air bases, the air defense 
positions, the naval bases and the director of the army aviation 
will head the Level 2 results evaluation committees.  These will 
comprise officers to be selected by the commander/commandant from 
among his staff.s  The committees will select the first and second 
winners in each division or equivalent in the air force, in the 
naval forces, and in the army aviation.

12.  The commanders of corpses, the air force, the naval forces, 
and commanders from the army aviation will head the committees for 
evaluating the third and fourth levels results.  The committees 
will select the first and second winners in each corps or 
equivalent in the air force, the naval forces, and the army 
aviation. 

13.  Al-Bakr University for Higher Military Studies will set up 
committees for checking and evaluating the results of the fifth, 
sixth and seventh levels.  These committees will then select the 
firsthand second winners each level.

14.  The names of the first and second winners in each level will 
be sent by a commissioned officers to the Directorate of Training 
and the Directorate of Combat Development before June 1990.  But 
the research papers and studies themselves will not be sent.  Any 
results arriving after that date will not be considered regardless 
of justifiable reasons.

15.  Because a period of three months has been set for preparing 
the research papers, and because this is an appropriate period, no 
extensions will be granted for forwarding the results to the 
evaluating committees.  Therefore, all are required to adhere to 
the times set above.

16.  The work of all checking and evaluating committees will start 
one day after the due date for arrival of results that is, on 2 
March 1990.  No evaluation should be performed prior to that date.

17.  Any results reaching the checking and evaluation committee 
after 1 March 1990 will be disregarded.

18.  The results should preferably be handled by a commissioned 
officer to ensure that they arrive in due time.

19.  Subsequent instructions and recommendations will be issued 
regarding the cash awards that the winners from all contest levels 
will get out the total amount allocated for this year, which is 
180,000 dinars.

20.  The winners will receive their awards during the glorious 
July 17-30 celebrations.

Appendix A: Instructions for the Cultural Contest (5)

The First Level - The Land Forces

The officers, non-commissioned officers and soldiers in the combat 
units.

First Topic:

1.  Success in the battle depends in large extent on the 
competence of the branch units.  No doubt the non-commissioned 
officers are instrumental in training and preparing the soldiers 
in peacetime and in leading them during the battle.

2.  In order for the non-commissioned officers to be able to 
assume this role successfully and efficiently, they should be well 
trained in the use of combat equipment and they should be able to 
inculcate the concepts of individual and tactical training in 
their soldiers.  They should further be able to lead the soldiers 
in the battle-field.

3.  Write a military paper up to 1000 words on how to develop non-
commissioned officers in your unit from the training and technical 
aspects.

Second Topic:

1.  During combat some tactical, technical and administrative 
problems crop up, which were not planned for previously.  Hence 
the important role of commanders (officers and ranks) who can use 
their ingenuity in tackling those problems.

2.  There is no doubt that you encountered some of those problems 
during the glorious Saddam battle against the Iranian enemy and 
that you took action immediately to solve those problems.  But do 
you think that those solutions of yours were sound, or did some 
situations call for a different approach?  Write a military paper 
up to 1000 words and discuss some of the crucial problems facing 
new commanders in the battle and the best solutions you propose 
for solving those problems.

				The Cultural Contest (5)
                        For 1989-1990

The Second Level - The Land Forces

Commanders of the Combat Units

First Topic:

1.   Individual training in the use of weapons in the battlefield 
plays a vital role in preparing the combat unit and in developing 
its concept of tactical training.  Individual training will not be 
effective unless it goes through the well established phases - the 
basic and the specialized.

2.  The detailed and good planning for individual training aims at 
developing competent fighters who are able to accurately hit their 
targets and use their weapons in all combat situations and under 
all conditions, climatic and otherwise.

3.  As a unit commander, write a military paper (1500-2000 words) 
to explain your plan for raising the level of individual training 
in your unit so that it can execute the tactical operation 
successfully in all combat phases.

Second Topic:

1.  The combat unit is organized in the battlefield as a part of a 
higher formation.  This organization provides for fire support and 
administrative self sufficiency for a limited period of time.  The 
tasks are assigned within the capabilities of the command and 
control available to the unit commander.

2.  During your unit's involvement in the glorious Saddam battle 
you must have run into situations which caused you to reconsider 
your unit's organization and the need to make the necessary 
changes to cope with the situation.

3.  As a unit commander write a military paper (1500-2000 words) 
in which to discuss the current organization of your unit and 
whether it is responsive to the tasks assigned your unit in the 
battle.  Write proposals that you deem necessary for reconsidering 
the current organization of your unit.

1. What are the methods used for raising the morale of fighters?

2.  What are the proper rules that must be observed to avoid noise 
when commanding your section as you move at night?

3.  What are meant by the authorization of the non-commissioned 
officer and how can use it outside the camp?

4.  The section commander has an important role to play in the 
life of the new conscript who has just joined the military 
service.  As a section commander, what proper behavior do you 
demonstrate toward your new conscripts during their first day of 
service?

5.  What first aid must be taken when some one sustains a snake 
bite?

6.  What activities do the vehicle driver engage in after 
performing maintenance on the vehicle?

7.  The non-commissioned officer is expected to have a quick 
response for an effective air defense.  What measures must be 
taken to achieve this?

8.  What procedures should be followed by the (illegible) when 
swimming in the harbor?

9.  What is the armor (illegible) made up of?

10.  What things should be observed by the technical equipment

	The Corps Headquarters will select five questions from among 
the attached questions.  These will be sent to your headquarters 
and used for testing on the same test day.  The formations and 
Division Headquarters Committee should therefore dispatch an 
authorized commissioned officer for this purpose.

d. Time

	1.  The date of testing must be determined later.  Adequate 
time should be provided so that the non-commissioned officers have 
an opportunity to read the journal's articles and study the 
questions that will be sent by the directorate (?) above.
	2.  The test questions will be sent on the test day.  The 
results, photocopies and test booklets will be sent out on the 
same day.  Everything should be standardized and sent forward to 
the 4th Corps Headquarters.

e.  Test Sites

	1.  Personnel assigned to the branch and service commands of 
the Administrative Region will be tested in the Division 
Headquarters.
	2.  Personnel assigned to the artillery, air defense, the 
Chemical Branch Command, and the Medical Command, the division 
headquarters company, the division intelligence company and the 
division reconnaissance company will be tested in the division's 
air defense headquarters.
	3.  Personnel assigned to the formations will be tested in 
the brigade's headquarters.

Prizes

	1.  The Directorate of Company Development will have cash 
awards for the winners to the tune of 30 dollars for each winner.
	2.  The first winners will be granted a 7-day leave, in 
addition to their regular leave, as soon as the cash awards are 
given away.
	3.  Attached are the test questions in Appendix A which is 
enclosed in the first issue of the Journal of Sections Commanders. 
 This was sent to us by the subject letter from the Corps to be 
distributed to all non-commissioned officers and to adhere to the 
instructions therein.  The test books sent from the formations and 
the division's central committee should be checked and endorsed by 
the committees set up for this purpose, and they should carry the 
seal of the formation.  Additionally, they should be well 
organized and placed in a good folder.

	Please take the necessary action.  Comply with the 
instructions and advise us.

of 7 March 1990:

	1.  The President and Supreme Commander of the Armed Forces 
(may God preserve his life) has ordered that questions be prepared 
about the responsibilities of the sections commanders an their 
equivalent based on topics published in the Journal of Sections 
Commanders.

	2.  Because the subject journal continues to be published and 
in implementation of the order of the Present and Supreme 
Commander
(may God preserve his life), below are the instructions for test 
questions about the first issue of the journal for 1990:

	1.  Who will take the test?  All non-commissioned officers in 
the formations, units, commands of the division's branches and 
services of various ranks.

3.  Test Committees

	First, the following committees will be set up in the marked 
headquarters:

		1.  A committee will be set up under the chairmanship of 
Colonel Abdul Zahra Nayef Aly in the division's artillery.  
Members will include Lt. Colonel Magd-eddin Abdel- Mohsen from the 
division's air defense, Major Ismail Ibrahim  from the division's 
 Research and Rescue Command, and Captain Maguid Abd Al-Zahra from 
the division's Chemical Branch Command.  The committee's task is 
to check at the division's branches and services.

		2.  The brigade's headquarters committee which will be 
tasked to examine the brigade's units.

Second.  The Responsibilities of the Committees

	1.  To oversee the test and correct the test books and send 
the results to our headquarters.

	2.  List the names of first winners an send it to our 
headquarters with the purpose of consolidating the lists and send 
them to the Corps Headquarters to the tune of one for each brigade 
and three for each division headquarters.  The total will five 
winners for each division.  The test books of all five winners

1990, which in turn was communicated by letter of the 4th Corps 
Command (Administration) number 7042 of 2 May 1990, which finally 
was communicated to us through letter number 2439 of 8 May 1990 
from the 18 Division. Please furnish us with a list of the names 
of martyrs and the battles in which they fell within 72 hours.
