The director of Division number 18, Brigadeer General Saheb
Mohamed Abdalla welcomed all the officers attending the first
conference held in our branch, hour 1200 dated October 18, 1990.
He urged them to work diligently for the great Iraq under the
shadow of the great leader Mr. President Saddam Hussein (God help
him). Following are the most important points mentioned in the
conference held in our location and dated October 18, 1990.
1. Hold a meeting for the directors of the contingents and the
commanders and the high ranking officers each Sunday and
Wednesday at 1200 hours every week at the branch movement
room.
2. The director confirms the need for serious work and honesty
in dealing with each other, and that we answer truthfully and
quickly.
3. Control the management area by MM1M (T.C.: Phonetically
translated) of the formations, the lists of the officers and
non commissioned officers should be available for the
commander of the management area of the unit or the
formation, and provide a copy for us. Counts should be taken
every morning and every evening.
4. The non commissioned officers are not allowed to leave the
location to the city. Please inform your company of these
instructions and of the punishments.
5. Check the weapons and the protective masks of all the ranks
in the location.
6. Complete the trenches of the locations of all units with
camouflage.
7. Locations of all units will be inspected during the next two
days by the corps.
8. Confirm the receipt of the food rations by the management
officer or his substitute.
9. Submit the names of the management officers and their
substitutes.
10. Distribute the food rations completely. Any unit commander
or management officer caught cheating will be punished.
11. Facilitate the process of sending the convicted personnel by
receiving their weapons and their supplies at the
storage office.
12. Work hard to complete the reserve stock percentage.
13. Officers of the location are requested to document the levels
of supplies, machines, etc. and update this information
continuously.
14. Maintain continuous communication between the officers of
the location and the unit in order to fulfill all the
requests of the unit or the division.
15. MM1M is responsible for the formations in the location and
inform us with all the sudden changes in that location
(one of two pages)

16. The records of the guard shifts of the are kept with the
oldest officer in the area in order to oversee the
guards.
17. Perform tests on the alarm whistles for all the units in the
location.
18. Dig concealed trenches.
19. Answers should be relayed to the chain of command
immediately.
20. The commanders and their assistants should be informed with
the orders of the second section of the unit and they
will be under our inspection.
21. The units will receive the winter supply and the management
officers should speed up the distribution of these
supplies.
22. Start saving and stockpiling white petroleum (white fuel) by
receiving it from Al Zobeir supply center.
23. Receive (T.C.: Unknown word) and distribute it to the units.
24. Count the remaining items after the units receive their needs
and submit the leftovers to the controller.
25. Stock mineral water correctly according to the procedure you
have received previously.
26. When contacting the management officer to receive supplies,
the request should be signed by Captain Mazen. Any
request without the signature will lead to not issuing
the supply.
27. The officials of the location should supervise the (open
quadruples) in the area of the heavy machine gun/14.
They are responsible for the control of the ranks.
28. Install lightning rods and sand bags in the locations.
29. Receive military instructions from the management officers.
30. Check fire extinguishers.
31. Follow up on the cases of the prisoners of the units.
32. Return all the records starting from STN/106 to file them.
33. Train the ranks in chemical preparations.
34. Receive the camouflage supply and distribute it to the
mechanized vehicle drivers.
35. Complete the tables of the officers and the ranks movements.
36. Complete the control plans for the ambulance vehicles.
37. Come up with the final list of names of the officers and the
ranks,. Stop the exchange process.
38. Receiving and distributing the mail should be done for all
the formations and the units and the services by 1600
hours daily. We request that you keep this deadline.

movements early on. Intelligence officers should follow up
on this information.

busses to transfer the travellers (6,600 travellers daily in
each direction)
2. Transfer enough drivers and technicians to work in the
general establishment for transportation. This transfer
takes place by cooperation between the Transportation
Ministry and the Defense Ministry. Their work time is
deducted from their military service.
3. Survey and control the busses which belong to the private
sector and currently work at the transportation complexes
(garages) in order to evaluate and control their performance
and to supervise their adherence to the price list. The
Interior Ministry will monitor any violations through the
specialized apparatus in coordination with the general
establishment for transportation (the private
transportation).
4. Fill the needs of the general establishment for
transportation for tires and batteries from the Ministry of
Industry and Military Industrialization as much as possible.

1. Reduce the stocks except inside the storage area and ranks

2. Do not use the (mil. eng.) privates except in their field.

3. Close all (T.C.: Maybe roads) except those assigned by the
Brigadeer General and after coordinating with them.
4. Finish the defense system in front of the division as soon as
possible in order to lay a third field in front of Division

5. Please provide us with all the changes that might happen to
all the ranks. on a weekly basis, such as ending service,
escape, detailing, transportation, sick leave, with a copy of
the Second Division order for that day each Tuesday. This is
a must, because we have to compile all the reports and send
them every Thursday to the division command.
6. Clear the "accordion" defense with a wire, from both sides.
7. Provide us with a list of names of those who leave their
company and their locations and their unit in order to
combine all the lists and send to the division headquarters
the division movement, and division security.

I was ordered by Battalion Commander to build shelter number
1. We have finished digging for the shelters and we built two of
them. The first marked/3 and the second marked/6, however, both
shelters have problems regarding the reinforcements and the top
arches which need welding of their parts. The work is slow
because we do not have the following. Please provide the
following material in order to finish the duty in its best form
and at the right time. These are:
1. Chambers for the top officers of our division
2. Pipes to be paved over the shelters
3. Sandbags for construction and two additional shelters type 3
for the commander.
4. Welding device for the broken parts in shelters type 6 and 3
5. Provide a large vehicle to move the ranks of the commandos,
because we don't have any to move them.
6. Provide a crane to bring down the shelters and the pipes
Sir: The lack of this material will hinder the work and cause a
lot of problems with the division and the commander. Please
review and take the necessary action.

The letter from Third Corps top secret 12187 dated December
12, 1990 and relayed to us by a letter of Division 18 top secret
4517 dated December 17, 1990. In order to reduce casualties in
individuals and installations, please observe the following:
1. Adhere to the measurements of the fire trenches regarding
width and depth, and they have to be twisted and not
straight.
2. Check for the presence of the front and back fortifications
for personnel protection.
3. The necessity for top protection for some of the trenches
4. Use the standard shelter size and make sure that the
protecting walls are at a depth which will insure protection
against mortar shells at least. If protection is needed
against direct field bombardment, the thickness of the walls
should be increased.
5. Reduce the number of vehicles at the site, and the mortar
guns and artillery should be kept with the vehicles and not
with the weapons.
6. Cancel the circular design and use the standard methods
similar to the infantry location types
7. Helmets should be worn at all times
