      initiatives. 5 USC 552 (b)(1)
(U) (44@. Two SCUDs were launched

               - 1330 hrs Arty Prep - 7 minute duration
                             (MLRS and other ARTY supporting)
               - 1400 hrs 2/2 and 3/2 Cross the LD

(U)5. BBC broadcasts at 230500c contained the following:
          - The British Prime Minister stated that the coalition Forces will act
on their own time table not the one that the Soviet Union proposes.
          - Some are looking at this act by the Soviet Union as an attempt to save
and old ally. Some feel Bush's setting of a deadline date/time is an
attempt to take control of the situation. The efforts of the Soviet Union
could affect future diplomacies between them and the U.S. depending on the
      outcome.
          - 150 oil wells have been set on fire in Kuwait.
          - One fourth of Kuwait oil fields are covered by black smoke.
-The burning of the oil wells will not affect the forces and any action
that Coalition forces are planning (according to a U.S. official).
          - The oil wells could burn for a long period - affecting the Monsoon
season and other weather conditions around the world. Iran is concerned how
the burning of the oil fields will affect it. Some think the burning of the
oil fields is being done to provide cover from bombing, effects of missiles
and bombs, and provide less detail of Iraqi positions form planes and
      satellites.
           - Jordon has seemed to stop linking the Kuwait invasion with the
      Palestein issue.
