             ISSUE:   Engineer command and control during Operation Desert
             Shield.


             DISCUSSION: The 92nd Engineer Battalion is a non-divisional
             FORSCOM unit assigned to Victory Brigade located on FT. Stewart,
             Ga. The battalion was on the TPFDL to deploy early. No one
             outside the battalion though, had programmed ship or airspace to
             flow the battalion. This resulted in the battalion becoming
             intensively involved in deploying the division. The battalion
             operated the division rail loading site, the vehicle marshalling
             site at Hunter Army Airfield, the port support activity in
             Savannah, and the map break down site on Ft. Stewart. With the
             24th ID (Mach) deployed, and an engineer command and control
             headquarters set up to deploy attached units, the battalion
             started to flow.


                 The battalion's equipment though, loaded out on eleven
             different ships. Ships loaded by available cube space and weight
             and not by unit integrity. This caused early problems in Saudi
             Arabia as the battalion could only perform limited combat heavy
             engineer missions until the rest of its equipment arrived. For
             example, the ship with all the dozers on broke down in Spain.
             The battalion's dozers then, were transloaded onto another ship.
             Until the dozers arrived, the battalion had to borrow from
             another unit.

             RECOMMENDATION: Establish responsibility for Engineer command
             and control early to flow non-divisional engineer battalions
             needed to support theater requirements. Also, deploy units by
             unit integrity so units can be combat ready and perform their
             mission upon arrival.

             DISCUSSION: The 92 ECB(H) on 1 Jan 1990 was assigned from
             XVIII Airborne Corps to VII Corps. The battalion was further
             attached to the 926 Engineer Group, a reserve headquarters, under
             the 7th Engineer Brigade. 7th Engineer Brigade expected more
             engineer units in country before the start of the war. The
             battalion though, ended up being the only battalion under the
             Group.
