          MEMORANDUM FOR Commander, USARCENT ATTN: G5

          SUBJECT: Request for Guidance


          1. With the number of civilian sailors supporting the
          Military Sealift Command, and the fact that they are entitled
          to medical care while in support of the operation, the
          following problems have arizent
               a. These sailors are checked on board their ship by an
          army physician, but not allowed to leave the ship and be
          transported to military hospitals for medical evaluation
          without visas. They must be declared unfit for sea duty    and
          taken immediately to the US Embassy for air evacuation.
               b. When or if these sailors or more likely, soldiers
          become inpatients at hospitals or end up in Saudi torgnes,
          what is the proper method of payment to these facilities for
          their services, and retrieve the soldiers and/or corpses?

          2. Request you provide guidance   on how the civilian sailors
          without visas can receive treatment in military treatment
          facilities, and the proper procedures for payment of civilian
          medical facilities and retrieval of soldiers or corpses.
