                 Issue: Elimination of the wrongful disposition of captured
             enemy arms, ammunition, and explosives (AA&E)

                 Points:

                 a.  Corps personnel have experienced 26 rnunitions-related
             accidents, which caused 9 fatalities and 31 additional injuries.

                 b.  Customs inspectors found AA&E hidden in unit equipment: 17
             AK-47s wrapped in plastic and stored in a 55-gallon fuel drum
             loaded on the back of a 2 1/2 ton truck; conex inserts with false
             bottoms concealing AA&E; AX-478 hidden under the floorboards of an
             armored vehicle,

                 c. . Postal inspectors discovered AA&E in outgoing packages,
             including small arms ammunition, a grenade, an anti-tanr round,
             and a pistol.

                 d. Customs inspectors recovered AA&E at APOE8, including
             small arms ammunition, pi,stols, AK-47s, and an RPG launcher.

                 e.  Military Police and CID are currently investigating 11
             Corps soldiers for B incidents of wrongful disposition of AA&E
             exclusive of cases rela@ed to the postal system.

             3. VII CORPS POSITION: Commanders are responsible to ensure
             soldiers have no contraband or hazardous items.     The following are
             .minimal actions to be taken:

                 a.  Frequent shakedown inspections of all personnel, vehicles,
             equipment, and containers, including, but not limited to:       after
             clearing the Saudi border and north of MSR Dodge; in the RAAs
             prior to commencing redeployment; and by customs at APOEsISPOEs.

                 b.  An amnesty system for each MSC that permits the non-
             attributable turn-in of AA&E.

                 C.  Visual inspection of all packages to be mailed to ei     ther
stal Officers, who will watch them
             being wrapped and maintain chain of custody.

                     Public Affairs campaigns for each MSC that identify AA&E
             as dangerous and unauthorized for personal retention.
