             2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 10/09/90.

             3. (U) KEYWORDS: CUSTOMS & COURTESIES INFO, RWO (REAL WORLD OPS),
             JCS (JOINT CHIEFS OF STF), GUARD COMPONENT, RESERVE COMPONENT,
             PUBLIC AFFAIRS, CRIT3 (IMPORTANT PROBLEM).

             4. (U) TITLE-. Foreign Relations-. RC Units Need Timely Data on
             Customs and Courtesies

             5. (U) OBSERVATION: Reserve unit personnel have many questions
             about Saudi customs: photography of mosques and local citizens,
             pictures of wives/husbands/significant others in shorts or
             swimwear being confiscated as "sexually explicit", type and
             amount allowable contact between U.S. personnel and local
             citizens. However, information was not available in a timely
             manner for the early deployers.

             6. (U) DISCUSSION: These are valid questions that need to be
             answered. Insufficient information being disseminated through
             command channels an these issues. Answers need to be provided
             prior to deployment.

             7. (U) LESSON LEARNED: Our information on these points is not
             up to date. Reserve and nondivisional Ft Riley units need to
             know what is allowable and what is not.

             B. (U) RECOMMENDED ACTION: a. FORSCOM J5 regularly gains and
             disseminates this type of information to mob stations with
             deploying units.

                  b. Alternate Course of Action: FORSCOM J5 acquires and
             continually updates customs and courtesies info relevant
ound the world; maintains the info by
             country or region on a computer as word processing documents; if
             deployment is likely, prints the appropriate WP document as
             camera-ready copy (via laser printer) and sends a camera-ready
             copy via Federal Express/ Express Mail to the PAD or G5 at
             affected installations +or quick-copy at each installation's
             printing plant. Estimated time saved: 5 - 7 weeks.
