                      (3) Little time was scheduled for the in-theater NBC
             Threat Brief even though the threat was real and well-known.

                      (4) During the time period between the railroading of
             equipment and the actual deployment of soldiers by air, Post
             Chemical Office instructor personnel sized, outfitted, and
             tested in a CS Chamber approximately 600 divisional replacements
             before sending them to their respective deploying units. This
             was done because excess unit stocks of protective masks had
             already been loaded and deployed. This work with the
             replacements was a very time-intensive activity.

                      (5) Units completed common task training and -Final
             preparations while their equipment was at port or at sea.
             Although FORSCOM had mandated individual proficiency in eight
             NBC common tasks, Ist ID (M) tasked unit commanders with the
             responsibility of validating their personnel. One of the more
             difficult tasks to validate was "Use of the Latrine," while the
             easiest was "Mask Confidence Exercise" at the CS Chamber using
             CS capsules imbedded in paraffin wax.

                      (6) In retrospect, the success of the division's
             deployment from an NBC standpoint depended primarily on the
             identification and resolution of the logistics issues mentioned
             above. Annex 0 to OPLAN Lexicon Danger provided ample guidance
             to Ist ID units. However, the many hours during the August thru
             October time frame that Post Chem Office personnel expended in
             distributing NBC logistics information to units was time well
nt. Operation Desert Shield was essentially a logistics
             exercise.
