(7) (U) The Kansas Army National Guard played a
significant role in preparing lst ID CM) equipment for
deployment. lst ID CM) required additional maintenance support
to enable DISCOM and its organic support battalions to deploy
early in the division +low sequence. The Kansas National Guard
MATES site at Fort Riley provided maintenance support which
encompassed 12-14 hour work days 7 days per week. The MATES
site completed over 300 work orders on equipment ranging from
communications and armament equipment to combat vehicles. The
National Guard also provided recovery, POL and training
assistance to support Fort Riley's deployment of lst ID CM). The
ability of lst ID CM) to deploy and quickly build combat power
in theater can be attributed to a large extent to support
provided by the Kansas National Guard.
d. (U) Personnel:
(1) (U) Operation Desert Shield confirmed that Fort
Riley needs supplemental Military Police and other Quick Fix
Forces or a Garrison Augmentation unit to provide adequate law
enforcement, security, command and control, and installation
support once tenant units deploy. Fort Riley requested and
received augmentation by AG, Military Police, Finance, and Air
Ambulance units. Command and Control for the many separate
detachments and companies that mobilized was a major area of
concern that had to be resoltraed. Units needed administrative,
anic
capability. We utilized AC units until they were alerted +or
deployment. However, once the Ist ID CM) was alerted, only
minimal support was available.
(2) (U) Family Care Plans arranged by both AC and RC
soldiers occasionally named guardians who knew nothing of the
tentative arrangements until they were called upon to care +or
the dependent of a deploying soldier. Requlations governing
Family Care Plans should be changed to require written consent
by proposed guardians, with annual or biennial updates.
Commanders must be required to personally contact the guardian
to confirm they are aware of their responsibility. The other
solution is to preclude single parents serving in the military.
(3) (U) Despite making legal service available on a
continual basis, SJA was overwhelmed with soldiers requiring
wills and powers of attorney once their units were alerted for
deployment. SJA used a well-organized system of client
screening, +act sheets, and informal interviews to weed out most
clients while maintaining a capability to handle those who
genuinely needed individual attention. To reduce the deployment
workload in the future, SJA recommends requiring soldiers
