                                          PREFACE



                                        15 MAY 1991


                  The short notice deployments and mobilizations in support of
             Operation Desert Shield/Storm challenged commanders, soldiers and
             the civilian work force alike. Fort Riley faced not only the
             non-POMCUS deployment of the lst Infantry Division (M) and tenant
             units, but the mobilization and deployment of units directed by
             the Presidential Selective Callup. As an installation, we
             performed the double duty of deploying our active component units
             while training and assisting reserve component units in their
             preparations for deployment.

                  I am very proud to report that our soldiers and civilian
             work force rose to the occasion'and accomplished Phase I of
             Operation Desert Shield/Storm in an exemplary manner. Personal
             kudos have been received from the Deputy Commander, Forces
             Command, the Department of the Army Inspector General, and others
             who have cited Fort Riley for providing the best support within
             FORSCOM to mobilizing and deploying units.

                  As with any operation of this magnitude, we have identified
             problem areas and also the "smart" things accomplished. This
             report is a compilation of these Lessons Learned and also
             provides a record of statistical data which documents the
             workload experienced during this critical time period.

                  As this document goes to press, we are undertaking Phase II
             of Operation Desert Shield/Storm - Redeployment and
             Demobilization. I hope this document will prove beneficial to
             this operation and future deployments/mobilizations not only at
             Fort Riley, KS, but to other installations as well.
