(U) EXECUTIVE SUMMARY:
a. Resource Management:
(1) Fort Riley budget personnel were required to maintain two sets of
books during Operation Desert Shield/Desert Storm. Eventually a. third set
of books was required to tract, the 3732 Authority.
(@@) Higher headquarters sometimes provided vital information "after
the fact" as far as the creation of new MDEP5 and their effective dates.
This caused installation personnel to backtrack in order to insure that
costs were captured and reported in the proper areas.
(3) New Account Processing Codes (APCS) had to be established by
activity personnel to capture mobilization and demobilization costs.
(4) Durino the entire operation there were numerous reporting
requirements. The formats provided +or these reports were chanqed several
times, which caused much confusion at the installation level. For
example, at one point installations were required to report estimated data
for the entire fiscal year; a week later this information was required to
be reported by month. Since funding to the installation was documented
tant change of formats tended to create
turmoil at the installation and also made @lracking of obligations by
categories more difficult.
(5) As identified in the JULLS, report confusion existed durinq
mobilization of Reserves, TRRS, and IMAs as to who was responsible for

paying mob-rela@led expenses of activated personnel. A matrix outlining
