                      2 .  Procurement of operational equipment to       include
            radios, COMSEC equipment, antennas, power supplies, mounts,  as well
            as telephones for local operation.       Pooled assets and   outside
            sources alleviated some of the difficulties.
                      3. Land line inoperable at times. This was due     to wire
            placed near areas where trucks or antennas could dislodge    it.
                      4.  Acoustical problems in hearing over telephones and
            radio.   The area layout had echoes and was a high traf f ic area.
            This was distracting and degraded the performance of the section.
            Restricting the area helped somewhat but the section coped with the
            situation.

                 Statistics maintained reveal a surprising volume of traffic
            during 17 January-17 March 1991.     The classified message center
            logged over 300 incoming and 200 outgoing messages.

                 The telephone logs indicate a volume of over 4,000 incoming
            and 2,500 outgoing calls.     The tactical phones reflect over 500
            incoming and outgoing calls.

                 The switch board received over 8,000 incoming and 6,000
            outgoing calls.

                 An MIJI report for intrusion on FM communication was submitted
            thru channels on 7 January 1991.          No other communications
            difficulties were reported by any subordinate units.
