           Executive Summary


           darkness in the middle of the day. Fortunately, studies

           conducted by several organizations including the

           Environmental Protection Agency, the Centers for Disease

           Control and the World Health Organization found that while an

           inconvenience, the health threat coming from the oil fires

           was not great. Several units from around the world,

           including (unit) from the Ilth ACR, began putting out these

           fires. What was supposed to be a 3 to 5 year project was

           completed in early November. Not only were the fires
           extinguished at an extraordinarily accelerated pace, the
           entire country of Kuwait turned into an experimental proving

           ground for improved techniques in fighting oil fires.

               e. A tragic aspect of our operations occurred in mid-

           July when 53 soldiers from the Ilth ACR were injured in a

           fire in Doha. The danger of being in Kuwait after the

           destruction and rape of the country by the Iraqi army began

           to become real. The country was blanketed with mines,
           grenades, and other ordnance that knew no difference between

           soldier and civilian, young and old. Throughout our presence

           we listened to repeated grim, sobering accounts of explosions

           which killed or maimed our soldiers as well as those of other


           countries.

               e. When the last of the VTI Corps soldiers boarded their

           planes and the last of their equipment left the theater, we

           moved into the second phase.
