Executive Summary

r @ ired a concentrated effort on each private, sergeant, and
officer to direct their energies to this effort. Over
339,000 tons of classes 1, II, IIIP, IV, and IX, and 280,000
tons of class V alone had to be processed and loaded into
containers. Each of the 117,298 wheeled and 12,526 tracked
vehicles had to be washed, inspected, moved to port and
loaded on ships. our fleet of 1830 aircraft had to be
inspected and wrapped for protection from the salt air before
loading.
b. During Phase II, the Ilth ACR completed its mission
and began redeployment operations on 1 September. They were
replaced by a task force from the 8th Infantry Division in
Europe. This task force of two armored and two infantry
battalions would encounter similar dangers faced by the lith
ACR. Both these units as well as our own people did a superb
job of carrying on their missions in spite of the heat, the
separation from family and loved ones, and many other
obstacles to success.
c. During this phase the decision was made to establish
prepositioned stocks in Kuwait, along with Theater War
Reserves (TWR) and Operational Project Stocks (OPS) to be set
aside from the stocks being retrograded. The numbers
associated with prepositioned stocks may be found in volume
:f the Closeout After Action Report.
On 24 Sep 91, the Secretary of Defense approved the
deployment of a Patriot battalion from the 94th Air Defense
Artillery Brigade to Saudi Arabia. This was in response to
Iraqls refusal to comply with the terms of the cease fire
nd was tasked to provide logistical
support. This was done without any compromise in the pace
set for closeout.
d. The "Final ChaVterlt LOGEX was held on 9 September.
This exercise introduced the tasks involved in closing out
the theater. Tfie pace.of retrograde operations made it
possible to compress the third phase into the second phase.
Retrograde operations, less Class V, were to be complete by
15 December 1991. The "Transition to Closeout" Phase became
a separate plan encompassing several concepts which would
cover the completion of all closeout missions and provide
support for continuing and contingency missions.
4. Phase III -Transition to Closeout
a. When General Hear, the new CENTCOM CINC visited the
command on October 3, "Transition to Closeout" included the
following:
(1) Transition of the Combat Equipment Group
Southwest Asia (CEGSWA) from KKMC to Doha when KKMC closeout
