              3. EXECUTION


                  a. Commander's Intent. Paragraph 3a, Basic OPORD

                  b. Concept of Operation. The SCUD Contact Team will be
              identified and trained but only activated as needed in event of
              a SCUD attack. The mission of the SCT is to inspect the site of
              a SCUD    impact or missile fragments from a Patriot
              interception, and to confirm or deny the presence of chemical
              agents. SCTs will be formed in RIYADH, KUWAIT, DHAHRAN, and
              KKMC. The SCT will consist of, as a minimum, of two personnel
              that have been trained in chemical detection techniques with the
              CAM and or the M256Al, and one EOD-qualified individual.
                     The procedure will be to approach the area to be checked
              from downwind wearing MOPP 4 gear. Monitor the area with CAM
              continuously, or with M256Al, at predetermined distances. EOD
              personnel will inspect the missile fragments to determine if
              possible whether or not the SCUD was configured for chemical
              agents.

                  c. Coordinating Instructions.

                     (1) MOPP level guidance: Theater MOPP level is set at
              100". MOPP levels to be upgraded by battalion/company-level
              commanders.
                     (2) Hasty decontamination is responsibility of all units.
              Establishment of actual hasty decontamination sites will be
              immediately reported to the NBC Cell in the LOC.
                     (3) Deliberate decontamination sites and procedures will
              be directed by the NBC Cell and/or Decon Platoon from TFV II.

              4. SERVICE SUPPORT.

                a. Service Support, ANNEX D, BASIC ORDER.
                b. Resupply points for class II decontamination supplies will
              be established, as required, by the NBC Cell.

              Handling of contaminated casualties will be IAW 21st Evacuation
              Hospital SOP.
