There is no question that Iraq has a policy and doctrine that ac-
knowledge the military utility of chemical weapons in warfare.
This view persists because of the many reported uses during
Iraq's war with Iran. The size and scope of Iraq's activities
demonstrate a formidable capability to carry out military opera-
tions, using chemical munitions. Iraq has a range of chemical war-
fare agents and associated delivery means to wage a chemical
war. Iraq also has a chemical defense structure, from corps to
brigade, so, its forces ran operate and survive on a contaminated
battlefield. Because Saddan Hussein has demonstrated his willing-
ness to use chemical munitions against military and civilian tar-
gets, American forces must be prepared to meet this threat; and
chemical troops must view this threat as their main effort in.
providing chemical defense planning to commanders.
