               SUBJECT: Preparation of a Decision Memorandum


                         2.        Equipment recommended to operate no more than
               six hours per day (coincides with chemical employment tactics) to
               prolong life of hardware. System would be operated during prime
               time for chemical weapons employment.

                         3.        XM21 exposure to temperatures over 100 F
               should be kept to a minimum. Best used at night/early morning
               (which is also best time to use chemical agents).

                    F.        FUNDING. We would only pay the cost of required
               batteries.

               4.        RECOMMENDATION. CG approve fielding of five XM21
               prototypes to cover fixed sites in ARCENT SUPCOM's AO.
