              MEMORANDUM FOR SEE DISTRIBUTION

              SUBJECT: Standards of Conduct


              1. Government service requires us to act with integrity and
              place ethical principles above private interest. We must avoid
              not only any actual conflict of interest but also situations
              which might give the appearance of a conflict. Recently,
              potential contractors have offered gifts to contracting
              officers. That practice may be customary in some countries,
              but it is unlawful for us wherever we are.

              2. The rules are clear; see DOD Directive   5500.7 and AR
              600-50. Soldiers and DA civilians may not   solicit or accept
              any gratuity for themselves, members of their families, or ..
              others from any source that has financial relations with, or
              conducts activities regulated by DOD, or has interests that niay
              be significantly affected by the performance of duties of J)A,
              personnel. That includes those who want to contract iqith'us.'
              Exceptions are just that: exceptional. Refuse any gratuity
              from a contractor or potential contractor courteously, but
              firmly, and report all such offers to your supervisor
              immediately.

              3. Violations of AR 600-50 are punishable UP the Uniform Code
              of Military Justice or, in the case of DA civilians, may result
              in adverse personnel action, criminal prosecution under federal
              law, or both.

              4. Direct questions, comments, or reports of suspected

              ph. 879-5227 (ask for 'intercom 20111).
