MEMORANDUM FOR Commander, ARECENT Forward ATTN: G3, COL Haught,
                      APO NY 0?657

SUBJECT: Employment of the 2nd and 490th Chemical Battalions in the Corps
              Rear Area

      1. It has come to our attention that there is some confusion over the
employment of the Chemical Decontamination assets in the Corps Rear Area.
Our concerns center around quick employment and coordination of the
Chemical Battalions in the event of a chemical attack on the Dhahran area.

      2. We have@developed a plan which assigns responsibilities -For unit
decontamination of the CRA which includes both XVIII ABC and EAC units.
Both chemical battalions have identified their areas of responsibility and
a plan to execute these assigned responsibilities.

      3. However, there appears to-be confusion as to who will employ the 490th
Chemical Battalion when a chemical attack occurs. It is our contention
that with limited assets, both battalions must be deployed in a
'coordinated, well pl-,nned effort. Since the COMMZ h@s not been
it remains ti@-, resr,,,-)@ibility of the RCP, XVIII ABC to employ
      -AI 1
like assets to insure a coordinated decontamination effort for both
      Corps and EAC units.
@4. "ThL-@e+ore,we strongly recomffief)ci that ARCENT direct the 490th Chemical
               t- e@t.@bl-ksiN dirf-c,.t, coordination -for r,@'e;-ationa-@ planning and
L-@'oloym-eht of their assets to dL-vc-:Iop and implement a coordinated effort.
-@@LDrdii-taLLi6n must include the capability of- Corps RCP, to hi,,,E?
,direct notification for employment and the ability to direct
ts critical assets are
clearly identified and placed into the coordinated plan.

      5. Your assistance in ensuring cooperation will be appreciated and will
insure a common sense approach to ensuring a decontamination plan that
affords MaXiMLtM protection of our soldiers, whether they are Corps or
EAC. We cannot afford to fall into the trap of turf battles over a
limited and critical asset such as chemical defense at this critical
period. As you are aware our coordination efforts in the past have been
excellent and I have no reason to believe they will be any less in the
      future.

      6. POC, this headquarters is MAJ Newton, 9-7672-402.
