             My Remarks:

                  We have reviewed reports prepared under contract to Ministry of Public
               orks which are recently dated - 1989-90 time fi-ame. The reports were
             W
               p
               e ared by Black and Veatch International and Martek Kuwait / Poland. The
               Torts described in some detail recent operational conditions (prior to Aug
             .1990), and recommend long term improvements in the sewage collection and
             treatment system. These reports have been are primary source of information
             to date.

                  I am sure you are aware of the many proposed additions and modifications
             to the existing sewer collection and treatment systems.         Your visionary
          .;...anticipation of intermediate and long term planning requirements is
         L.@'commendable.

                           exience and training suggests that a system which has not been in
                          many months will have suffered extensive damage. Starting the
