                                  RECOVERY ASSESSMENT

                 XNTRODUCTXON
                       At the direction of Major General Kelly, Commander,' DRAO,
                 a three. man team consisting of Mr. Joseph matherly , P. E.    U.S.
                 )army corps of Engineer construction Engineering Res         'earcli
                 Laboratory (USA-CERL), Edgar Smith, Ph.D, P.E., also from
                 CERL, and Mr. Edgar Healy, Environmental Engineer, U.S. Army
                 Engineer District, mobile, visited Kuwait for the purpose of
                 evaluating the status of the wastewater system. The primary
                 objective was to evaluate the existing sewage collection and
                 treatment systems in light of the emergency recovery efforts.
                 The general approach was to gather and assimilate information
                 from' various sources including written reports, interviews,
                 observations and other sources.

                 RE.PORT SUMMMY STA.TEMENT:

                       Damage to the -sewage collection and treatment system
                 appears to be.less than expected from invasion and occupation
                 of Kuwait.     This is not to say that there are not some
                 significant problems posed by the intentional destruction of
                 critical , components of the. system; and the ransacking,
                 vandalism, and theft which occurred at many -locations.
                 Si     ioant damage occurred as a result of the extended loss
                 of @lief trical power during liberation, and apparent vandalism
                 after liberation.        The electrical power loss' caused
                 sigttif icant damage to electrical and mechanical components of
                 thei collection system pump stations through submersion in
  water because of inoperative sump pumps.

                       The condition of the sewage collection and treatment.
                 system was very poor at the time of the invasion.              The
                 Ministry of Public Works had commissioned several studies
                 which recommended very substantial . rehabilitation and
                 expansion of the system. We have- described the system as
                 being like a "house of cards". Odor problems were reportedly
                 prevalent, raw sewage was being by-passed daily to the Gulf
                 from the Ardiya sewage treatment - plant, and numerous
                 operational problems have been described by operating
                 personnel.
