              PORT OPHRATTONS    OPERATION OVERCOAT/ CARC Paint Operations
       I. MISSION: To recommend courses of action to the assistant chief of
       staff, VII Corps to synchronize assets, personnel, units, and
       organizations to ensure all VII Corps priority vehicles are painted
       without delaying unit movement through the port.

       2. TASKS:

           a. Develop and recommend a comprehensive list of VII C r
                                                                   o.ps priority
       vehicles and priority units to paint for approval by the assistant chief
       of staff, VII Corps.
           b. Recommend CARC paint allocation to emiitably distribute it among
       VII Corps,,units with designated priority vehicles.

       operations to liaison with the source of supplies and Tmaterials, the Army
       Material Command, and the 593d ASG, the unit providing the 325th
       Maintenance Company to paint the vehicles.
           d. Coordinate the development and maintenance of the capacity to
       CARC paint all VII Corps vehiz:les in the ISA.
           e. Coordinate the decentralization of CARC paint operations by
       providing select MSC,s with the capability to paint in the TAA.
           f. Recommend and coordinate the execution of new policy once
       additional supplies of CARC paint become available.


       3. HISTORY.

           a. Results achieved: From 11 December 1990 to 14 February 1991 four
       paint sites were established for VII Corps CARC paint operations. Members
       of the 325th Maintenance Company and each major Subordinate command (MSC)
       painted 8629 vehicles; 4730 track and 3899 wheel. All VII Corps priorit-v
       vehicles, and thousands of additional Vehicles were painted. During @i's
       operation, over 20,000 gallons of CARC paint and 6000 gallons of thinner
he-MSC's; I AD, 2 ACR, 2AD(F), 3AD,
       VII Corps Artille    7th Engineer Bde, and 207th MI were Painted at these
       vil Corps paint siyt@s. To allow the MSC's to paint vehicles not painted
       during the early stages the p@int operations, two paint tents were
       established in the TAA. One site was established in the 1AD sector the
       other in the 3 AD sector. Additionally, VII Corps Artillery, 7 Engineer
       Brigade, and 101 MI Company were provided the paint and materials to
       paint their own vehiclei; iii the TAA.
           b. General. The CARC paint operation ev6lved in three phases. Phase
       I (Decentralized Initialization of CARC paintiopgations in the ISA), '
       Phase II ( Centralized CARC paint operations n    e ISA), and Phase III
       (Decentralized CARC paint o@rations in the (TAA).
              (1) Phase I ( Decentralized Initialization of the CARC paint
       operation in the ISA). From 10 - 25 December 1990, CARC paint operations
       were characterized by broad-guidance issued by ARCENT SUPCOM and swift
       execution by members of the 593d ASG and the Army Material Command (AMC)
       to establish a paint site in the ISA in Uubayl. The 593d ASG was
