       BACKGROUND: Decentralized Blanket Purchase Agreements (DBPAs) are heavily
       relied upon at the local level.

       DISCUSSION: Use of standard DBPA with Abbott Diagnostics was not possible
       during the month of January because updated price listing was not available
       from DLA. BDCs and labs are heavily dependent on Abbott products. This
       required medical supply to prepare sole-source justifications through base
       contracting. The man-hours and expense of this process could have been
       avoided.

       RECOMMENDATION: Ensure that DBPA price listings are available by 1 Jan as
       required for mission-critical line items.

       ACTIONS REQUIRED: Ensure price listings are available on time. This is not a
       medical only issue. DLA has reviewed and established guidelines to ensure
       price listings are available on time.

       ACTIONS REQUIRED: None.

       STATUS: Recommend closure.
