(u) The U.S. evacuated most of its embassy staff in Kuwait. (U) Japan became the first country to extend monetary assistance by offering $1 billion to Middle Eastern nations harmed economically by the embargo of Iraq. 24 August (U) The embassies of the U.S., Great Britain, France, Japan, Norway, Sweden, Romania, and Hungary in Kuwait refused to close in defiance of a noon deadline set By Hussein. Iraqi soldiers surrounded the diplomatic compounds. 25 August (U) The first contingent of USAFE aircraft deployed to the USCENTCOM area of responsi- bility. Eighteen F-lllFs from the 48th Tactical Fighter Wing (493d Tactical Fighter Squadron), RAF Lakenheath, united Kingdom, deployed to Taif, Saudi Arabia, with PAVE TACK equipment, carrying GBU-15, GBU-24, and AIM-9 munitions. These Phase I deployments were complete by 5 September. This unit, as well as all subsequently deployed units, began extensive desert-familiarization training shortly after arriving in Southwest Asia. (See Appendix 21 for a list of Phase I deployments. See next two pages for nap of Phase I deploy ments and map of deployment locations in Southwest Asia.)
