(See Appendix 8 for USCENCEUR tasks for Desert Shield.) (U) The USAFE CAT assisted AC in gaining overflight permission from the Austrian government. - (U) The 601st Tactical Control Wing deployed its first tactical air control system (TACS) personnel and equipment to Southwest Asia in support of USCENTCOM. USCENTCOM preferred piecemeal TACS support vice integrated unit deployments. (See Appendix 9 for a summary of TACS support to Desert Shield and Desert Storm.) 12 August (U) The first U.S. military member to die in Operation Desert Shield was Air Force Staff Sergeant John Campisi from SAC's 55th Organi- zational Maintenance Squadron, killed in a flight line vehicle accident bile TDY to Riyadh, Saudi Arabia. (U) Iraqi President Saddam Hussein tried to link the crisis to the larger Arab-Israeli dispute by suggesting a possible pullout from Kuwait, conditional upon Israeli withdrawal from the occupied territories. 13 August The U.S. Mission to NATO advised Secre- tary Baker the U.S. did not need approval from the NATO Defense Planning Committee or any other NATO body to remove forces from Europe for contingency operations.(7) (U) The USAFE Crisis Action Team began 24 hour operations in the Operations Support Center. (U) Syria became the thirteenth county to join the coalition force against Iraq. 14 August (U) A MAC Airlift Control Element (ALCE) arrived at Zaragoza AB, Spain, with 96 personnel from McChord AFB, Washington.
