Middle East used the new inspection workcards. These Workcards include the
daily maintenance flight operations requirements (i.e., preflight, BPO
thru-flight, etc.) for contingency/combat situations. Workcards greatly
I) reduced maintenance manpower requirements and increased aircraft
availability while ensuring aircraft air worthiness. Additionally, RSAF
Saudi P-15 units used the new inspection requirements.
(3) Action Required: Affair complete rewrite of combat/ contingency
Workcards to include illustrations and MIL-STD format. Workcards will
require reevaluation prior to release. Estimated completion date is July
1991. Recommend the combat/contingency inspections be used for ORI/ORE
evaluation and training.
5. WR -ALC/LJ Comments:
a. HQ AP[C/BS Taskings
(1) Background: Tasking received from HQ AFLC/BS here
occasionally irrelevant. For example, two "tasking: a request for analysis
of our 9BU backorders by age category and a request for actions taken to
reduce 9BU backorders were unnecessary and, from our viewpoint, served no
useful purpose. Each directorate was working in a wartime mode, placing
full emphasis on responding to our customer needs, foremost of which was
supplying 9BU requisitions. No further prompting was warranted. Visibility
of each weapon system mission capable rate was, by far, a better measure of
our effectiveness and did not require hours of work to accomplish.
(2) Action Required: Review "tasking imposed on each ALC to ensure
each one is relevant and necessary.
b. HQ AFLC Response to Surge Efforts
(1) Background: OPLAN 70 was never implemented. Strategic Airlift
Mission began upon notification of troop movement. It was necessary to
immediately begin surge of parts necessary to fill WRSK/BLSS boles and
MICAPs. Considerable delay was experienced in getting the necessary
response from other ARCS and directorates to support our weapon system which
was already flying AL wartime rates. Several weeks went by before HQ AFLC
provided instructions to all areas to respond to our surge requests.
(2) Action Required: OPLAN 70 should have been in lamented, at
least for Strategic Airlift aircraft. If for some reason implementation was
not possible, authorization to begin surge activities should have been
provided in a more timely manner.
c. Analysis Tools
(1) The WSMIS system is a slave to the timeliness and accuracy of .
the systems it extracts information from to fill its database requirements
(D165, D035, etc.) For general analysis use of historical data, WSMIS
served us very well, especially during the surge item identification
