proficiency.
	(2) A standard aeromedical evacuation concept of operations
must be compiled and adhered to by all aeromedical evacuation units.
Both Tactical and Strategic areas of the aeromedical evacuation system
should be addressed.
	(3) To insure missions can be carried out, emphasis needs to be placed on logistical support. Wartime supply chains must be
established as soon as possible with the host MTF, whether it is an Air
Staging Facility (ASF). Air Transportation Hospital (ATH), or a fixed
facility. Equipment OICs and logistic personnel in all units must be
familiar with this concept.
	(4) Medication must be stored separate from kits for easier
visual inspection and replacement of outdated items.
	(5) Air evacuation units within the supporting theater need to
be included in message traffic between HQ MAC and host Headquarters
so that input can be solicited from local AE units in the construction
or change of Tables of Allowance.
	(6) Overseas units should be co-aligned with the theater
headquarters SG office to facilitate logistical support and changes to
the concept of operations.
	(7) Equipment, shipped to areas manned primary by deployed
units should be accompanied by Technical Orders (TO). PTLOX, as an
example needs to have a TO and a purge kit at central locations.
PTLOX, sent to the UK had neither, and by the time depleted tactical
units received them, the Nitrogen charge for transported was depleted.
At that time the only the only purge kit available was at Rhein-Main Air Base
Berrary. The unit owning this piece of equipment would not release it
without a complicated, time consuming process.
	(8) An AE equipment manager should be included in the makeup
of the AECC at the onset. This will ease the movement of equipment and
equipment manager must be familiar with aeromedical evacuation
equipment and kits as well as the aeromedical evacuation system.
	(9) Early introduction of Civil Reserve Airlift Force (CRAF_
for movement of crews and equipment to Europe should be started early,
to be sure the system will work. Daily shuttle throughout CONUS to
Europe would, in all probability, cut turn around time 50%. Rapid turn
around time of equipment and crews will ensure the air evac mission can
continue without delays.
	(10) Units must build their own War Readiness Material (WRM)
assets in reference to Strategic (Strat) or Tactical (Tac) kits and AE
equipment in preparation for potential deployment in the future. A
close working relationship with HQ MAC Scott AFB (SG/SGON/SGAL)
must be established to ensure consistency and standardization.
Standardizing kits, yearly inspections, and training must be done by
