OBSERVATION: Most aeromedical evacuation personnel were recalled by UTC even though most of the unit was eventually recalled. DISCUSSION: Personnel were recalled by UTC making it difficult to plan recall and transportation activities. It was common to recall three to four UTCs during a single week. This made it extremely difficult on the limited staff to work continuously on recall, processing, and transportation requirements of the different UTCs. From a management standpoint, it would have been much simpler to have recalled the entire unit at one time. IMPACT: This would; 1. Increase the cost (in dollars) of mobilization by bringing people onto active duty before they are actually needed. 2. This would consolidate many unit level administrative and management activities. RECOMMENDATION: Plans should be prepared to attempt to recall all personnel at one time, preferably by unit, if possible. All required UTCs should be drawn from one unit until they are exhausted. Only then should a second unit be tasked for that UTC.
