TOPIC AREA: REVIEW OF MOBILITY REQUIREMENTS

ISSUE: Mobility processing requirements and procedures were found to be less than adequate. 
 
DISCUSSION: Medical screening procedures during mobility processing failed in preventing a 
number of ARC personnel from deploying overseas. Many of these personnel had to be returned 
to their home station in CONUS because they were found to be unfit (medically) to perform 
their required job functions. Personnel with full leg casts, cardiac histories, allergies, 
etc., were allowed to process through mobility and deploy. CWD Mobility equipment was found 
to be faulty, non-existent, or was for training purposes only. 
 
IMPACT: Mission capability was degraded due to loss (return home) of required personnel. 
Loss of life could have occurred due to lack of proper CWD equipment. 
 
RECOMMENDATION: Medical screening procedures need to be reviewed and/or enforced during 
mobility processing. Personnel having conditions which prevent them from performing in their 
required AFSC should not be retained. When proper equipment is not available for issue to 
personnel going to a high threat area, they should not be allowed to deploy.
