ISSUE: Military personnel assigned to support the AECC/AECE were not trained 
prior to arrival to drive assigned military vehicles. 
 
OBSERVATION: There was a shortage of qualified drivers initially available to the 
AECC/AECE. 
 
DISCUSSION: Operation of military vehicles is a requirement to personnel assigned 
to support AECC/AECE activities. It took a significant amount of time to qualify 
personnel to drive at an overseas location and on the flight line. Initially, 
there were times when a vehicle could be obtained but no driver was available. 
Most overseas bases require TDY personnel, as well as newly assigned personnel, 
to complete a base drivers safety course prior to being given authorization to 
drive - even if an individual already has a military license from another 
military installation. 
 
IMPACT: Could have severely decreased mission capability and effectiveness in the 
event there had not been time to receive this training prior to commencement of 
hostilities. 
 
RECOMMENDATION: Personnel, including medical crew members, assigned to both 
tactical and strategic aeromedical evacuation units should be required to obtain 
government drivers licenses. These personnel should be qualified to drive buses 
and other vehicles on the flight line. If possible, develop a prearranged
