TOPIC AREA: LACK OF MANAGEMENT TEAM PRIOR TO CREW ARRIVAL

ISSUE: Management personnel should be deployed to sites ahead of everyone else. 
 
OBSERVATION: It was not uncommon for medical crews to be deployed to a site in 
advance of management personnel. 
 
DISCUSSION: Medical crew personnel were deployed to sites in advance of 
AECC/AECE personnel. There was no opportunity to have a unit structure in place 
prior to arrival of the medical crews. This resulted in crews reporting to a 
base with no management personnel available to assist them in processing into an 
established organization. Also, there was confusion at inbriefing and 
processing. Upon arrival to the site, AECC/AECE management personnel had to 
search for the medical crew personnel that had already reported to the site. 
Medical crew personnel frequently encounter problems in billeting, pay, and 
other management areas which they do not know how to handle. 
 
IMPACT: Acted to degrade mission effectiveness during early stages of 
deployment. 
 
RECOMMENDATION: It is essential that management personnel be assigned to a site 
to receive all other personnel.
