SUBJECT: CONUS Expansion 
 
BACKGROUND: Additional trained staffing for HQ SAC is needed early on in the contingency process. Twenty-four 
hour coverage in the support battle staff plus triple the ''normal" workload in SGAX could not be absorbed by three 
personnel even when augmented with part time help from other sections. 
 
DISCUSSION: Operations and Plans personnel were quickly "burned-out" and augmentation from other sections on a 
duty roster basis did not provide the expertise or continuity required. 
 
ACTION RECOMMENDED: HQ SAC should have a cadre of reserve forces ready to augment early in any scenario. 
Ideally, three 9016 IMAs (1 for SGA and 2 for SGAX), as well .as a senior guard and a senior reserve 90670/90 are 
needed to not only pick up the added workload; but they would also be familiar with guard and reserve procedures and 
points of contact. This would greatly have improved our call-up and our re-leveling of CONUS facilities.
