                                         DESERT SHIELD/STORM


          CATEGORY:  Manpower and Personnel

          ISSUE/ITEM:

          SUBJECT:  Pre-Screening of Medical Skills

          BACKGROUND:   PIM  personnel  were  prescreened  by  ARPC  to   determine   current
          liscensure 'and practice of medical providers, prior to recall to Lackland AFB  for
          processing.

          DISCUSSION: In several instances, personnel were, upon reporting  for  duty,  found
          to be not-qualified in the primary AFSC.       Also,  it  was  observed  in  several
          instances that prior enlisted members  of  the  IRR  had,  subsequent  to  military
          service, significantly upgraded their skills.     For example, a  902XO  was  now  a
          licensed and practicing dentist.      Under  the  law,  these  personnel  must   be
          recalled at the rank and in the AFSC they possessed  at  the  time  of  separation.
          Utilization of these personnel was a  significant problem.

          ACTION RECOMMENDED:

                       (1)  Ensure  more  thorough/timely  IRR  screenings/skill  assessment.

                       (2)  Incorporate flexible re-classification/commissioning/
          demobilization authority to accommodate requirements under Push-Pull.

                       (3)  Incorporate  a  limited  credentialing  function  into  Push-Pull
          processing  procedures.
